How to Reduce COD Refusals (RTO) on Your Shopify Store in Pakistan

By Shaheer Khan, founder of Markify Ecommerce

Cash on delivery (COD) is still how most Pakistani online shoppers prefer to pay. It builds trust, but it has a cost: some buyers refuse the parcel at the door, change their mind, or were never serious in the first place. Every refused parcel comes back to you as return-to-origin (RTO), and you pay for it twice.

Brands often treat RTO as an unavoidable cost of doing business in Pakistan. It is not. Most of it can be reduced with a few changes to the checkout and the steps between order and dispatch.

What one refused parcel really costs

Add up the full cost of a single RTO order:

  • courier charge for the outbound delivery,
  • return charge, which many couriers bill on refused parcels,
  • packaging that cannot be reused,
  • stock tied up for one to two weeks while it travels back,
  • product damaged in transit, and
  • the ad spend that brought in the order in the first place.

For a typical fashion or beauty order, one refusal can wipe out the profit from several delivered orders. Track your RTO rate every week, by city and by courier, so you can see where it comes from.

1. Confirm every COD order before dispatch

The single most effective step is to confirm each COD order with the customer before it leaves the warehouse.

  • WhatsApp confirmation: send an automatic WhatsApp message right after checkout with the order details and "Confirm" and "Cancel" buttons. Shopify apps and WhatsApp Business API tools can do this.
  • Call confirmation: for high-value orders or customers who do not reply, a short call from your team confirms the order and the address.
  • Hold unconfirmed orders: do not ship until the order is confirmed. Cancel after a set time, such as 24 to 48 hours.

Cancelling an unconfirmed order costs nothing. Shipping one that gets refused costs you twice.

2. Capture better addresses

Many refusals are not refusals at all: the rider could not find the house or reach the customer. Improve address quality at checkout:

  • make city a dropdown, not free text,
  • ask for a landmark or nearby location,
  • validate the phone number format,
  • flag addresses that are too short to be deliverable,
  • ask for a second contact number for expensive orders.

3. Build rules for repeat refusers and fake orders

Keep a list of phone numbers and addresses that have refused before, and check new orders against it. Many brands also:

  • block or require prepayment from numbers with past refusals,
  • flag several orders from the same number in a short time,
  • flag orders with fake names or test details,
  • use courier or app features that share refusal history across merchants, where available.

4. Encourage advance payment

Every prepaid order removes the refusal risk completely. Give customers a reason to pay in advance:

  • a small discount or free shipping for card, bank transfer or mobile wallet payments such as JazzCash and Easypaisa,
  • partial advance payment (for example the delivery charge) on COD orders above a certain value,
  • clear trust signals so customers feel safe paying first: real reviews, a clear returns policy, a phone number and your business address.

Test the size of the incentive. The goal is to move enough orders to prepaid to cover the discount through fewer refusals.

5. Deliver faster

The longer a parcel takes, the more likely the buyer changes their mind or buys elsewhere. Compare couriers by delivery time and RTO rate in each city, not only by price, and use the faster courier for the cities where you see the most refusals. Dispatch confirmed orders the same day where you can.

6. Set honest expectations

Refusals also come from disappointment. If the product looks different in person, or the size is wrong, the buyer refuses or returns it. Reduce this with:

  • accurate photos and colours,
  • a clear size guide with measurements,
  • honest delivery time estimates on the product page,
  • a simple exchange policy for sizing problems.

7. Talk to customers after the order

A short WhatsApp message when the order ships, with the courier and tracking number, and another on the day of delivery, reminds buyers that the parcel is coming and to keep cash ready. It also gives them an easy way to say if they will not be home.

How to measure progress

Track these numbers weekly:

  • RTO rate overall and by city, courier, product and traffic source,
  • share of orders prepaid,
  • share of COD orders confirmed, cancelled and unconfirmed,
  • delivery time by courier and city.

Change one thing at a time and watch the numbers for two to four weeks before deciding whether it worked.

Frequently asked questions

What is a normal RTO rate in Pakistan?

It varies widely by category, price point and city. Fashion and impulse products usually see higher refusal rates than repeat-purchase products. The useful benchmark is your own rate over time: if order confirmation and prepaid incentives are working, it should fall.

Will order confirmation reduce my sales?

You will cancel some orders, but those are mostly orders that would have been refused. Delivered orders and profit usually improve.

Which Shopify apps can help?

There are several Shopify apps for COD confirmation, WhatsApp notifications and courier integration with Pakistani couriers such as Leopards, TCS, PostEx and Trax. Choose ones that integrate with your courier and test them before relying on them.

Can you set this up for my store?

Yes. Our Shopify agency service includes COD confirmation, courier integration and conversion improvements for Pakistani stores.
